Arrest rattles old questions for Francis Suarez, Vince Lago
For two years, every time someone mentioned Rishi Kapoor in Miami political circles, the same phrase came up again and again: This isn’t over.
On Friday, federal agents finally turned that whisper into a set of handcuffs.
Kapoor — the once-flashy developer behind Location Ventures and the URBIN condo brand who had former Miami Mayor Francis Suarez on retainer — was arrested and hauled into federal court on a 37-count indictment accusing him of 
orchestrating an $85 or $93 million fraud scheme (depending who you ask) involving investors, banks and the federal government. The charges include conspiracy, wire fraud, bank fraud, money laundering and tax violations.
Nothing too foreign to Miami.
The arrest comes after a two-year investigation by the Federal Bureau of Investigation, the Internal Revenue Service and prosecutors in the United States Attorney’s Office for the Southern District of Florida.
Kapoor, 42, appeared in court Friday wearing shackles on his wrists and ankles — and a University of Miami shirt, a nod to the alma mater that helped launch the career of a developer who, not long ago, was being treated like the next big thing in South Florida real estate.
Now he’s the latest cautionary tale.

But in Miami politics, the arrest is about more than just Kapoor. It’s about who was orbiting his empire.
Much of the national attention will inevitably land on Suarez, who spent months explaining why he was collecting $10,000 a month as a consultant for Kapoor’s URBIN company while it pursued a development in Coconut Grove. That consulting contract 
— which ultimately paid Suarez more than $200,000 — exploded into a political scandal in 2023 after it was revealed in a Miami Herald investigation.
Suarez insisted he never used his mayoral office to help Kapoor’s company and has repeatedly denied any wrongdoing. And so far, prosecutors appear to agree — at least in the criminal sense. Baby X is not charged in the federal indictment.
Still, the image of a sitting mayor collecting checks from a developer now accused of massive fraud remains one of the most awkward chapters of Suarez’s political career.
But it’s not just about Suarez. In Coral Gables, the conversation Friday quickly shifted to another name: Coral Gables Mayor Vince Lago.

While Suarez was getting consulting checks, Kapoor also had business ties to Lago. The Gables mayor was one of the real estate agents involved in the $35.5 million sale in December 2022 of 1505 Ponce de Leon Boulevard to Location Ventures. That means he got a piece of the $640,000 commission.
Lago recused himself from multiple city commission votes on Kapoor’s projects because he also rented a retail space to Kapoor 
across from the 1505 building. He was a 40% owner of 1424 Ponce LLC (a former Judo studio) with partner Esteban Suarez, who just happens to be the Miami mayor’s cousin — which rented the space to Kapoor, to serve as a sales office for the property across the street.
Problem is, that retail space sat empty for more than a year while Kapoor’s firm paid Lago’s LLC more than $12,400 a month for rent. For. total of at least $152,000. So, it sorta looks like a payoff. Was that in lieu of a “consulting” fee?
At the time, Lago said the lease was disclosed and he recused himself from votes involving the developer’s projects. Still, critics said the arrangement blurred the lines between public office and private business — especially in a city where Kapoor was aggressively pursuing development approvals.
The issue became a talking point during a failed recall effort against Lago in 2024.

And now, with Kapoor in custody, the whispers have started again: Is this the end of the story?
Maybe not. The same people who were saying “this is not over” six months ago are saying it’s still not over.
But it may not be the beginning of a political domino effect either.
Federal prosecutors appear focused squarely on Kapoor’s financial dealings — how investor money allegedly moved between projects and into personal spending. That doesn’t necessarily mean the politicians who crossed paths with him are criminal targets.
In fact, both Suarez and Lago have long maintained that their relationships with Kapoor were legitimate and disclosed. So far, the 
indictment does not suggest otherwise. But in Miami politics, optics can be as damaging as indictments.
And the optics here are tough: A developer accused of defrauding investors of tens of millions of dollars who happened to have financial relationships with two sitting mayors while building projects across Miami and Coral Gables.
Veteran political observers have a rule about South Florida scandals: They’re never over when you think they are. Kapoor’s arrest proves it.
For two years, the investigation simmered quietly while the developer’s projects collapsed, investors sued, and regulators circled. Now the criminal case is finally here.
Whether it pulls anyone else into the spotlight — or leaves them as uncomfortable footnotes — is the next question Miami will be watching. Closely.
Because if there’s one thing this town has learned about the Kapoor saga, it’s this: Just when everyone thinks the story is finished, it tends to start again.

I voted against him so voted for Hillary first time not thrilled but saw him for what he is and after Jan.6 no way was going to vote for him so held my nose and went with Kamala but the Biden / Harris duo was the worse ever as far as border so she lost due to that and deservingly so but for me Trump is as out of the question as is ANYONE that most Cubans in Miami support as I know I’m getting a serpent

Here’s what we know, both Francis and Vince have benefited financially from their relationship with Mr. Kapoor, think it was over $200k and over $152k respectively, that we know of. I believe I read somewhere Francis considers the sale of Melreese property his greatest achievement while in office, which commissioners “reigned in” a bit but moved forward with sale and perhaps got a better deal? That property was sold to Jorge Mas and Beckham I think whom built a soccer stadium, and the former was just at the White House the other day, and the president is on record giving praise to Francis many times for whatever, bitcoin perhaps, so is it any surprise that he also sold half his business to someone or a conglomerate out of the Middle East where Francis spent so much time and even drove him to getting an unusually dark tan perhaps in tanning salon? I don’t claim to have insider information nor to have any evidence that this is all related in any way, but there sure are many angles and clues to consider here, coincidences perhaps? Because Vince posted pictures of himself with the former building manager of my former condo residence in Coral Gables and that manager went on to assault me and then get fired or promoted to another location subsequent my complaints, and that local police were constantly antagonizing me and refused to press charges against him asking I even meet with Katherine rundle’s office first without resolution, am I to assume it was all corrupt collusion? That people tied to Francis purchased my previous residence, is that also related? There’s a lot I don’t know but my feeling was that this is all related somehow, as was the president yelling go home to mommy. And that’s a president who got an $8 million loan from daddy, a country club “blue blood” who was friends with Epstein and left his previous wife, had he met Melania already? Don’t get me wrong, I voted for him each time so I don’t have TDS, that’s James Carville in his blowup this week. Me, I’m a nobody. Have a wonderful day truth, hope you or someone else puts all the pieces of the puzzle together. What I know is the whole thing just stinks, reeks of human feces. No bueno. Bottom line is this. You have two corrupted politicians in Francis Suarez and Vince Lago that deserves to be in jail. The two should never be able to see the light of day and come close to public office.
Here is the question, who is smarter the two corrupted politicians or the federal government, agents, and prosecutors?
On one hand you have Suarez and Lago exploiting their public office and public duty to collect bribes by pretending to have a legitimate business, acknowledging their private relationships with developers, and publicly distancing themselves of any potential conflict by recusing themselves from voting on any item that involves them, but influencing the votes of their political colleagues and decision-making of city staff in favor of these development projects, which includes the appointment of planning and zoning board members.
Same scheme, two different cities, and same developer. Coincidence? No?
Is the federal government, agents, and federal prosecutors smarter than these political corrupt punks? Let see.

Think about it, we have a soccer stadium and a presidential library location, who cares those kids could have used the funds from that prime real estate for whatever, when I went to Miami-Dade Community College because it was what I could afford, it was the Number 1!! college in the nation. These days they’re giving away prime real estate… scrapping parts of it amongst themselves. He’s the guy that prevented Francis from running against Regalado for hiring bimbo’s to get signatures while beyond drunk, this made front page news in the herald and beyond. Getting rich pays boys and girls, only if done the right way… you would think Francis would stay away from Him after dropping out of race but this shows one thing!! Ladies and Gentlemen; my police friends can attest, the goal is to grab the little fish to then grab the bigger fish. This guy is going to sing like a canary, and give up what the government really wants. It is incomprehensible that any politician can come into office, asking their dad to lend them money to buy a house on Battersea Road, and then seven years later have a valuation of over seven million dollars in net worth. Politicians, as I was always told by them, you walk in poor and make your money once you leave. You don’t get rich while in office. This is a story for the future crypto kids, people are always watching “stay wide awake” you are not untouchable and it only takes one person to bring the “house of cards” down. Got my popcorn and balloons ready for the next shoe to drop. God can’t allow evil to win.
