Miami City Manager Art Noriega recorded an 85-second video and posted it on YouTube two weeks ago saying that this was only the first of a series in which he would lay out the details of projects, programs, legislation and other city business. You know, for transparency’s sake, he says.
Bet he won’t talk, however, about the how the city is fighting the court garnishing Commissioner Joe Carollo’s salary to pay for the $63.5 million judgement against him for harassing Little Havana business owners and violating their rights.
There’s a link to his message on the top of the city’s website.
“Hey everyone! This is Art Noriega, city manager for the city of Miami,” he starts. “Sort of spent the last three and a half or so years in this job as city manager really kind of trying to avoid social media, really trying to stay a little more under the radar, focus more on the job. But I think its probably the appropriate time to sort of reintroduce my self to social media with an oppoorutntiy to sort of create some transparency for our residents business owners, our partners in the city.”
So only sort of and creatively transparent. Dude, someone needs to write you a script.

Noriega, who looks uncomfortable, says he expects to record every week or two “and sort of peel back the onion a little bit and show what it is, how it’s happening, where it’s happening, and hopefully create an opportunity for people to get their truth from the source.
“And the source? No better source than the city manager’s office.”
Really? No better source? Well, next time tell us what you and Eddy Leal, the former mayor’s counsel turned candidate, talked about when he endorsed the incumbent commissioner last month. He says it was the election.
Noriega, hired in 2020 for $310K a year and who never returns Ladra’s calls, is not really the best source for “truth,” so what is this really about? Is it just coincidence that this would start at the same time as the two new city commissioners are elected? Is he suddenly worried about his job? Is there some city referendum on the horizon that he is going to want to push?

It is March 12, 2024 and Art Noriega has never explained how his wife gets paid so much money from Miami taxpayers. How did Art steal so much? Is there no adult supervision? Where is the dopey Mayor? Mayor Suarez spends too much time taking money from special interests. Art and Art’s wife steal as much as they can.
Can we talk about his grifting wife Michele? Art has granted her company (pradere design) multiple city contracts. Can someone look into that? They deserve each other. Everyone knows she used to pay off (and still does) FIU procurement in exchange for university contracts. Same with MDCC.
Art Noriega hired to corrupt grifter Larry Spring? Wow. Criminals sure know how to identify other criminals. Larry Spring got fired from North Miami. Larry Spring helped criminals Manny Diaz and ex-commish Joe the Dope and disgraced Marc Sarnoff steal $3 Billion. Yup they gave $3 Billion to the owner of the Marlins.

We have the most corrupt City Manager in the history of the City of Miami. Cesar Odio should be happy that Art has overshadowed him. Along the way Art has paved the way with the help of Scott Simpson, Alejandra Argudin, and Larry Springs. There is only one person who has ever documented his corrupt behavior. That person is Al Crespo. He showed how Art used the Miami Parking Authority coffers for personal expenses. Alejandra Argudin continues to follow the same practices. These practices have been supported and paid by the Chief Financial Officer Scott Simpson.
Art has gotten cover and support from one of the most corrupt and horrible human beings on the face of this earth, Marc Sarnoff.
What is this about? Sarnoff no longer hold the cards. No more Alex DeLaPortilla, Francis Suarez, and Joe Carollo. So Art is desperate. He has already thrown “Tricky Vicky” under the bus about screwing up the Budget vote . Now he has trying to convince the two new Commissioners that he is ethical and transparent, because the new Commissioners ran on cleaning up City Hall.
Art you are not fooling anybody. Your time is up! The cleaning must start at the top. Goodbye Art and Vicky!!!!!

Uncomfortable? Smug is more like it. This video is the ultimate F-U to City of Miami residents. The deep sighs and semi eye rolls as though he can’t be bothered with menial things like updating the community he serves. Transparency?! BS. Not since MPA days, not since ever. And he never shied away from social media before (he will wh*re himself for accolades and attention), but did he go back since becoming CM? He can’t handle it now?
Art Noriega was a lowly intern working for a developer. Then he worked for the Miami Parking Authority with NO adult supervision. Money was being “disappeared”. So Noriega was a perfect choice for the now indicted Alex DLP and the $63 Million loser Joe Carollo. So now he has a $425,000+ pay and benefit package as City Manager AND he gets $130,000 per year policemen to chauffeur him back and forth from his home OUTSIDE the City. Corruption has gotten worse if that is possible. The Mayor is Missing in Action. Taxpayers are screwed.
Maybe he worries about that 56$million budget shortall caused by ignoring state rules and passing a budget with only 4 votes. He and ‘Tricky Vicki’ Mendez are in the hot seat and Gabela has vowed to fire her. Perhaps Noriega is in that bulls eye too.
