Fresh from Houston, in his first 100 days as Miami’s new Police Chief, Art Acevedo has moved to fire Assistant Chief Ronald Papier — who was acting chief just a few weeks ago — and his wife, Maj. Nerly Papier, after he helped cover up an accident that she had in a police vehicle.
The recommendation comes after after the city’s fastest internal affairs investigation ever. But it’s up to the other Art, City Manager Art Noriega, to make the final decision. Some have said that he could demote the cop couple rather than terminate them, which could take a long time if they fight it. But if Noriega doesn’t go along with the reform-minded chief — Acevedo has boasted about cleaning house — then there’s also the possibility that the city manager is protecting himself, the mayor or commissioners.
The Papiers were nabbed for fudging the incident report on the April 2 accident on her police vehicle, but surely this is not the first time former Chief Papier covered something up for someone.
Written five hours after the fact, the report says Nerly Papier swerved to avoid hitting another car and hit the curb, damaging both tires. There is no DUI check, no reported injuries, no police action, no witnesses.
That’s because Nerly Papier fled the scene of the accident. She drove on the rims back to the station, damaging the tires and vehicle further. According to an anonymous emailer who is obviously someone who works at the police department and has been right about everything so far, the accident really occurred because Nerly Papier was under the influence. A photo of the damaged vehicle in the police lot was emailed separately later.

Involved, of course, is Police Captain Javier Ortiz — he former union head who has been a controversial figure even before he said he was a proud black man — and seven other officers who, sources say, have all been reprimanded. Just reprimanded?
Among them: Assistant Chief Manny Morales.
Ladra can’t help but wonder what kind of dirt Paper has and if he’s willing to talk now that he’s being fired. Supposedly he knows about the missing body cam from the night Commissioner Alex Diaz de la Portilla was caught at an illegal nightclub.
What else does he know?

Cops getting arrested? Cops getting paid to transport illegal drugs? Cops driving drunk AND crashing police cars? Please, no more “paid vacation”. Fire the criminals!
Are the taxpayers still paying for “pay and benefits” for these two bad cops, or not?

We support the new Police Chief as long as he wants to fire and remove corrupt cops. We hope the Chief goes after corrupt politicians too.

Lol you frequent the night because working at night to am if I needed the police it would be faster to go behind a few malls I know then call 911 .
Most who work during the day are not aware of what you stated .
There are a few who do patrol . I feel bad for them if they needed help.
I heard some ” punch in ” and actually go home .
GPS tracking devices in their cars and no one at all is monitoring it so what good is it.
What is obscene is when the Mayors speak of hiring more police when most are hanging out .
Fri and Sat from 2 am to like 5 am its wall to wall drunk drivers leaving clubs , parties .
I work one of those days and it would be nice if at least they patrolled those days ,those hours ..
If they do not want to give tickets , arrest for OBVIOUS drunk driving that is fine but at least tow that vehicle and driver has to take a cab , etc

If she was truly drunk it’s a good thing she did not hit anyone because that other person would have been the one arrested and ”suspect ” any cop who refused to be part of it better look for another job.

I do not disagree with you but if I was a cop and my career is OVER if I give a ticket to or any altercation with a politician, their family and friends then I am certainly not going to go after the ” little people ” when I can’t touch the slime .
My Uncle’s friend has a son who was a cop in Miami for couple of years and got a job further north in the state .
The Police Chief there told him that this was not Miami and same laws apply to everyone , he himself had given tickets to politicians , Judges , etc and he expects same from everyone else .
My Uncle’s friend said his son was elated to hear this because here more then once he had to look the other way and it always bothered him but it was either that or he winds up fired .

Again , agree with you and some need to be fired / jailed like anyone involved in this but good police here are just damned if they say anything , step on the wrong toes as they do their job —

Both Papiers know they will get their job back.Probably demoted but nonetheless they will get back on the force.Whether either the chief Acevedo or city Manager Noriega likes it or not.Chief Acevedo will mosr likely need to bring his management team from the outside just like the late chief Timoney drd when he came on board.Of I suspect there are good officers within MPD dept that can become part of his managrmrnt team as well. .
There are lots of criminals working at the Miami Police Department. Far too many are vastly overpaid and far too many do almost no police work… Far too many just
want the taxpayers money…
Clearly he’s not here to win any popularity contest. Two months in and he has already dared to call out the lofty and glacial Dade judicial establishment. In a presser he singled out public defender Carlos Martinez for a slow walking cases and Miami Dade Chief Judge Soto for hiding under her desk and locking the court door during Covid. I believe I saw Kathy Rundle who is standing next to him at the press conference flinch as that shot went across her bow.
